Your contacts are never read or changed. The app only creates, reads and deletes its own entries in a separate "NaviRing" account that is never synced to the internet.
The app introduces NaviCast, another app by the same developer. The promotion is built into the app, uses no ad network, and collects or sends no data. Tapping it only opens NaviCast on Google Play.
